TS. Nguyễn Ngọc An sinh năm 1988 tại Thạch Thất, Hà Tây. Tốt nghiệp đại học năm 2011, cao học năm 2014 và hoàn thành luận án tiến sĩ năm 2017. Từ 2017 đến nay, TS. Nguyễn Ngọc An là giảng viên Bộ môn Vi cơ điện tử – Vi hệ thống, Khoa Điện tử – Viễn thông.
